Fifty years ago, war was declared on drugs. President Richard Nixon described drug abuse as “public enemy No. 1.” Money was allocated for treatment programs, and a new federal bureaucracy, the Drug Enforcement Administration, was created. The foot soldiers were state and local cops doing battle one bust at a time.
